During the Pre-COP22 in Marrakech, Ségolène Royal explained the pillars on which her action is based : climate emergency, climate justice and climate efficiency

Ségolène Royal, president of the COP21 and Salaheddine Mezouar, future president of the COP22, have opened the Marrakech pre-COP, the final ministerial meeting before the COP22, where over 70 countries are represented.


On this occasion, the president of the COP21 underlined the three main principles that determine her action :

  • climate urgency
  • climate justice
  • climate efficiency.

Climate urgency

The president of the COP21 has rallied in favour of a rapid entry into force of the Paris Agreement, in particular within the European Union. Ségolène Royal called upon all of the parties to ratify the Climate Agreement as soon as possible in order to increase its universality and to celebrate its entry into force on 4 November.  Procedures must maintain this sense of urgency.

Climate justice

The president of the COP21 pointed out that the success of the application of the Paris Agreement is linked to climate financing. The roadmap for the 100 billion dollars for developing countries underlines the fact that the objective will be reached in 2020.

Climate efficiency

This is based on :

  • the transformation of national contributions into laws and investment policies,
  • the mobilisation of all actors in the Action Agenda coalitions. Ségolène Royal has undertaken to report on the results of her action concerning the coalitions in which the French presidency has been particularly involved.
  • transparency in the implementation of the commitments relating to the Paris Agreement,
  • continued mobilisation. "In this respect, the agenda of the first Conference of Parties to the Paris Agreement must be strong, political, aggressive, and capable of driving - and living up to the expectations of - the considerable effort made in order to obtain ratifications within this nine-month period."
